At the inception of this administration, we came to the realization that government has no business in business but only has the responsibility to facilitate and propel business through creation of enabling environment.
Arising from the above, Gateway Holdings Limited was established by the State Government in 2004 as the investment holding company of the State with the primary objective of pooling the investment and business ventures of the State and managing same efficiently and professionally and facilitating private investment in key areas of the State.

Prior to this time, management of investments belonging to the State Government was evidently inefficient, and arguably chaotic. Investments in quoted shares were held in various names reflecting different nomenclature adopted by previous administrations including Ministry of Finance and Economic Planning, Director General, Ministry of Finance, Permanent Secretary, Ministry of Finance, Director General Budget etc. In the midst of this seeming confusion, it was practically impossible to track investments and efficiently manage the State's investments especially in quoted stocks.

Since its commencement of operation in 2004, Gateway Holdings has not only consolidated the shares belonging to the State Government under one umbrella for optimal management, it has facilitated the growth of the state's investment in quoted shares significantly while executing the restructuring and turnaround of hitherto failing State Government owned companies. It has also played major roles in attracting private investment into various sectors of the State economy ranging from manufacturing, agriculture, real estate, commerce, banking and financial services, taking advantage of the state's vast human, material and natural resources.

In the efforts of the State Government to enhance the industrial base of Ogun State and reposition it as the Investment Destination of Choice in Nigeria and one of the most sought after destinations in Africa; Government will continue to encourage and position Gateway Holdings to play a major role as the business arm of the State Government.
